[NEST Users] NEST & Python 3.12

Dear NEST Users! I am happy to report that I have successfully built NEST with Python 3.12. Right now, there are just one little problem: Unittest.assertDictContainsSubset() has been removed in Python 3.12, so five tests fail currently. This is fixed by https://github.com/nest/nest-simulator/pull/2997.
